EU signs MoU with Ukraine, clears path for mid-June aid disbursement

The European Commission on Thursday signed a memorandum of understanding with Ukraine on a macro-financial assistance programme, paving the way for a €3.2 billion disbursement in mid-June, subject to ratification by Ukraine’s parliament.

The financial assistance forms part of the European Union’s broader €90 billion support package aimed at keeping Kyiv funded through 2026 and 2027 as the country continues to defend itself against Russia’s invasion.

European Economic Commissioner Valdis Dombrovskis said negotiations on the memorandum supporting the macro-financial assistance programme under the Ukraine support loan had been completed.

“I signed it this morning, and now it’s for the Ukrainian side to sign. It also needs ratification by the Rada in Ukraine so that we can then proceed with disbursements,” Dombrovskis told reporters.

He added that the agreement covering the full €90 billion package could be signed within days. Under the plan, €45 billion is scheduled for disbursement this year, with another €45 billion to follow in 2027.

Of the funds allocated for this year, €28.3 billion is designated for military expenditure, while €16.7 billion will support Ukraine’s general budget. That budget support will be split evenly between macro-financial assistance and the Ukraine Facility programme focused on recovery, reconstruction and modernization efforts.

Dombrovskis said access to the assistance would be tied to Ukraine implementing reforms, particularly in fiscal areas such as increasing domestic revenue collection, improving public spending efficiency and strengthening financial management systems.

He also noted that the EU had coordinated closely with the International Monetary Fund to ensure the conditions aligned with, and where necessary complemented, the IMF programme.
