Nepal’s Climate Paradox: A Tiny Emissions Footprint, A Huge Climate Burden
In the early hours of August 26, 2026, a massive wall of water, mud and boulders tore through the high-altitude valleys of central Nepal.
Near the Nepal-China border, a major glacial collapse sent a powerful surge through the Lhende Khola and into the Bhote Koshi and Trishuli river systems. Within minutes, water levels in the Trishuli rose sharply, damaging automated flood-monitoring stations before emergency alerts could be transmitted.
The destruction across Rasuwa, Nuwakot and Dhading districts was immediate. In Rasuwagadhi, entire settlements and key infrastructure along the international border were swept away.
Roads and bridges vanished under the floodwaters, while power generation was disrupted after underground tunnels at major hydropower projects were inundated.
But the disaster raises a question that goes beyond the immediate destruction: why is a country that contributes so little to global greenhouse-gas emissions facing such severe consequences of a warming planet?
Nepal accounts for less than 0.1% of global greenhouse-gas emissions. Yet its position in the Himalayas places it directly on the frontline of climate change.
The contradiction is stark. Much of the warming that is reshaping the global climate is driven by high-emitting industrialised economies. But Nepal’s geography amplifies the consequences. Rising temperatures in the high Himalayas can destabilise glaciers, increase the risk of glacial lake outburst floods (GLOFs), trigger ice and rock avalanches and interact with increasingly erratic rainfall to produce devastating downstream floods.
Climate Injustice And Global Responsibility
To understand the wider implications, NDTV spoke to Shashi Chaudhary, Director of the Nepal Environmental Research Institute (NERI), who said the disaster should not be viewed only as a consequence of Nepal’s difficult geography.
“The recent tragedy in Nepal should remind the world that climate change is not simply an environmental problem. It is a question of justice and accountability,” Chaudhary said.
He questioned how a country responsible for less than 0.1% of global greenhouse-gas emissions could be expected to bear such severe consequences of climate change.
Nepal has taken steps to strengthen its own resilience through its National Adaptation Plan, community disaster-preparedness networks and anticipatory-action systems. But Chaudhary said domestic efforts alone cannot shield the country from climate shocks generated on a global scale.
Countries with greater historical responsibility for emissions, he argued, must provide stronger support for vulnerable nations through climate finance, technology, resilient infrastructure and improved early-warning systems.
“This is not charity; it is a matter of responsibility, accountability and fairness,” he said.
Why The Himalayas Are So Vulnerable
Nepal’s extreme terrain makes the effects of a warming climate particularly dangerous.
Dr Ramesh Raj Pant, Assistant Professor at the Central Department of Environmental Science at Tribhuvan University, said the combination of rugged terrain, fragile ecosystems and limited adaptive capacity leaves Nepal exposed to cascading disasters.
These include GLOFs, landslides, high-altitude ice-rock avalanches and increasingly erratic and intense rainfall.
“Nepal’s contribution to global greenhouse-gas emissions is negligible, yet the Himalayan nation finds itself on the frontline of climate devastation,” Pant said.
The consequences extend well beyond physical destruction. Floods and landslides can wipe out roads, bridges and power infrastructure while disrupting livelihoods, food supplies and communities.
For people living in high-altitude and mountain regions, Pant said, climate adaptation is no longer simply an environmental priority.
“It is about survival in a world where the climate crisis is deepening,” he said.
What Nepal Needs From The International Community
As rescue operations transition into recovery, Nepal faces another challenge: paying for reconstruction.
The economic cost of rebuilding damaged infrastructure could divert scarce resources from healthcare, education and poverty reduction. Emergency assistance can provide immediate relief, but rebuilding communities and economies requires sustained support.
Chaudhary said displaced families need more than temporary humanitarian assistance. They need help rebuilding homes, restoring livelihoods and regaining economic independence.
Recovery, he argued, should focus on creating safer and more sustainable communities rather than leaving people dependent on repeated relief.
Nepal also needs long-term, concessional climate finance to rebuild roads, bridges, settlements and other critical infrastructure to higher resilience standards.
International climate funds, multilateral development banks, donor governments and development agencies can play a crucial role in financing such projects, while also supporting early-warning systems, disaster-response capabilities and risk-sensitive land-use planning.
Nepal’s Domestic Challenge
Global climate responsibility, however, does not remove the need for Nepal to address its own vulnerabilities.
The August 26 disaster showed how quickly hazards can overwhelm communities and infrastructure in mountainous areas. Emergency response is essential, but experts argue that long-term disaster risk must be incorporated into development planning.
Nepal has strengthened its disaster-management framework since adopting its 2015 Constitution. The country introduced the Disaster Risk Reduction and Management Act in 2017, established the National Disaster Risk Reduction and Management Authority (NDRRMA) and adopted its Climate Change Policy in 2019.
The challenge now is implementation across federal, provincial and local governments.
Chaudhary said infrastructure projects and settlements must not be approved without properly assessing environmental and disaster risks.
“Development cannot come at the cost of human lives,” he said, stressing the need to integrate risk assessments into planning decisions.
River settlements are a particular concern. Chaudhary questioned whether risk-sensitive land-use rules are being adequately followed and called for stronger enforcement by local and central authorities.
If development continues without accounting for hazards, he warned, natural events can become disasters that could have been prevented or significantly reduced.
The Need For Regional Cooperation
Dr Pant said Nepal must also strengthen coordination between government agencies, security forces, local communities and neighbouring countries.
Because the Himalayas form a shared ecosystem, disasters originating in one part of the region can have consequences across national borders.
He called for stronger basin-level cooperation between Nepal, India and China, including joint monitoring of glacial lakes and improved transboundary early-warning systems.
“Nepal, India and China must work together to build robust early warning systems, strengthen basin management and monitor GLOFs to safeguard lives and property in the future,” Pant said.
The disaster in Nepal therefore carries a message far beyond its borders.
A country responsible for only a tiny share of global emissions is confronting some of the most dangerous consequences of a warming planet. Its experience highlights the growing divide between those who contribute most to climate change and those who are often left to bear its harshest impacts.
For Nepal, the answer will require both stronger domestic preparedness and greater international responsibility.
The Himalayas do not stop at national borders—and neither does the climate crisis.
