The White House has asked nine universities to align with former President Donald Trump’s policy priorities to secure federal funding, sources say. Representatives from the colleges have not yet responded.

This move follows a pattern in which the administration has used federal funding as leverage, previously targeting institutions like Harvard and Columbia to push changes in governance and policies.

Under the proposed compact, universities would need to:

Cap international undergraduate enrollment at 15%, with no more than 5% from a single country. Limit tuition for U.S. students for five years, and waive tuition for “hard science” programs at the wealthiest campuses.

Promote free speech on campus by encouraging a range of viewpoints and addressing units that are seen as suppressing conservative ideas. The initiative highlights the administration’s effort to influence higher education through financial incentives, raising debates about academic freedom and institutional autonomy.
