A First Information Report (FIR) has been filed in connection with the suicide of Haryana IPS officer Y Puran Kumar, naming top officials including Haryana DGP Shatrujeet Singh Kapur and Rohtak Police Chief Narendra Bijarnia.
They have been charged under provisions for abetment to suicide and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. Y Puran Kumar, a 2001-batch IPS officer, died by suicide on Tuesday at his Sector 11 residence in Chandigarh. He allegedly used his service revolver, and his body was discovered in the basement by his daughter. In an eight-page suicide note, he accused senior officers of prolonged “mental harassment” and caste-based discrimination.
The FIR follows a complaint by his wife, IAS officer Amneet P Kumar, who accused the officers of subjecting her husband to “caste-based slurs” and demanded their immediate arrest. She also wrote to Haryana Chief Minister Nayab Saini seeking justice for her husband. At the time of the suicide, Amneet was in Japan as part of a delegation led by the Chief Minister.
In her police complaint, Amneet described the suicide as the outcome of systematic persecution of her husband, who belonged to the SC community. She said the eight-page suicide note detailed the names of numerous officers whose actions allegedly drove him to take his life. She stressed that justice should be not only done but seen to be done, emphasizing the need for accountability for families affected by abuse of power.
The note claims that caste-based discrimination and harassment began in 2020 when Puran Kumar visited a temple near an Ambala police station. It specifically cited actions by former DGP Manoj Yadava and IAS officer Rajeev Arora (retd) that caused him continued mental suffering, including denial of earned leave to visit his ailing father. Despite written complaints to senior officials, no corrective action was reportedly taken.
Reacting to the tragedy, Congress leader Rahul Gandhi called Kumar’s suicide a “symbol of deepening social poison” and highlighted the caste-based humiliation and oppression he endured. Gandhi emphasized that if a senior IPS officer suffers such treatment due to caste, ordinary Dalit citizens likely face even harsher conditions.
