Prime Minister Narendra Modi on Thursday laid out a people-first roadmap for artificial intelligence.

While addressing the AI Impact Summit in New Delhi, urging that the fast-growing technology be guided by human values and broad-based access. Presenting the ‘MANAV’ framework for AI governance, the Prime Minister emphasised that innovation must remain anchored in societal welfare. He said the key question is not how powerful AI can become, but how it can remain aligned with human needs and aspirations.

“Welfare for all and happiness for all is our benchmark. Humans should not become mere data points or raw material for AI,” he said, calling for the democratisation of artificial intelligence so that its benefits reach all sections of society.

Modi stressed that while AI systems should be allowed the space to evolve and innovate, ultimate control must remain with people and institutions. “We should provide AI with an open scope to evolve, but the command must remain in our hands,” he asserted.

Highlighting India’s push for responsible tech leadership, he underscored the need for inclusive frameworks, global cooperation and ethical guardrails to ensure AI serves humanity rather than overrides it.
