At G7 Summit, PM Modi Proposes Four Pillars for Safe and Inclusive AI

Prime Minister Narendra Modi on Wednesday presented India’s vision for the responsible.

And inclusive development of artificial intelligence (AI) while addressing the G7 Summit session on “Ensuring a Safe, Rapid and Efficient Rollout of AI” in France. Emphasising a human-centric approach, PM Modi said the effectiveness of AI should be measured not by technological power alone, but by its ability to improve lives.

“The true test of AI is not how powerful our machines become. It lies in how much they empower ordinary human beings,” he said. Outlining India’s approach to AI governance, the Prime Minister proposed four key suggestions for the global community to ensure safe and equitable deployment of the technology.

The first recommendation was the development of “safe-by-design” AI systems, ensuring safety is embedded at the core of technological development.

Second, he called for the creation of common global standards, testing frameworks and regulatory sandboxes to ensure that innovation and governance evolve together.

Third, PM Modi stressed the need for stronger international cooperation to combat challenges such as deepfakes, misinformation and cyber fraud, which are emerging risks in the digital era.

Fourth, he highlighted the importance of ensuring that the benefits of AI reach countries of the Global South, so that the technology becomes an inclusive force rather than a source of digital inequality.

The Prime Minister said India’s own initiatives, including the AI Impact Summit held in Delhi and the country’s MANAV Vision, reflect its commitment to responsible and human-centric AI development.

He also referenced remarks by Pope Leo XIV, who recently emphasised the importance of human values, inclusivity and meaningful human oversight in the development of AI, saying India’s approach aligns with those principles.

PM Modi underlined the need to prioritise child safety in the digital ecosystem, warning that while AI can enhance learning and creativity, it can also expose young users to risks such as misinformation, deepfakes and exploitation without proper safeguards.

He stressed that governance frameworks and ethical design must ensure that digital spaces remain safe environments for children.

Concluding his address, PM Modi reiterated that access to AI technologies should be broad-based and inclusive, especially for democratic nations navigating rising cybersecurity challenges.

“Cyberspace must serve the global public good, and access to AI must be equitable and inclusive,” he said.

“All democratic countries should have access to such AI models so that they can protect their critical information infrastructure and respond effectively to growing cyber threats,” he added. PM Modi’s remarks come amid growing global discussions on AI governance, regulation and the balance between innovation, safety and inclusivity.
