No Shopping, No Wandering: Iran’s UNGA Delegation Faces Strict Curbs in New York

A smaller Iranian delegation has arrived in New York for the 81st United Nations General Assembly, with the United States imposing restrictions on its movement and purchases amid the ongoing conflict between Washington and Tehran.

Iranian Foreign Minister Abbas Araghchi arrived in New York on September 22, while President Masoud Pezeshkian is also expected to attend the high-level UNGA session. The US had approved visas for the core Iranian delegation and essential staff, despite the two countries remaining engaged in a prolonged conflict.

The State Department said the Iranian delegation would be smaller than last year’s contingent and would face travel restrictions during its stay. Members of the delegation are also prohibited from purchasing luxury goods and certain other products in the United States.

Tight Restrictions on Iranian Delegation

Under the conditions attached to their visit, Iranian officials are subject to restrictions on where they can travel in New York. Reports said their movements are limited to designated locations connected with their diplomatic and UN activities, including the UN headquarters and their approved accommodation.

The restrictions are being imposed under US rules governing the movement of foreign mission personnel. Similar restrictions on diplomats have been used in the past.

The US has also maintained restrictions preventing Iranian UN mission officials, visiting officials and their dependants from purchasing luxury goods and certain memberships in the country.

Araghchi’s First US Visit Since Conflict Began

Araghchi’s New York visit marks his first trip to the United States since the conflict between Washington and Tehran began on February 28.

The Iranian foreign minister is expected to participate in diplomatic discussions on the sidelines of the UN General Assembly, while Pezeshkian is scheduled to address world leaders during the high-level session.

The US decision to allow Iran’s core delegation into New York comes despite continuing hostilities. Washington has cited its obligations as the host country of the United Nations in allowing the Iranian officials to attend.

Iran at the United Nations

Iran has regularly participated in the UN General Assembly, including during periods of severe tension with the United States.

Former Iranian President Hassan Rouhani addressed the General Assembly in 2015, when he spoke about the nuclear agreement reached that year with the administration of then-US President Barack Obama.

Pezeshkian also attended the UN General Assembly in previous years and is scheduled to represent Iran again at this year’s gathering.
