Copenhagen Tops 2025 Global Liveability Index, Pushing Vienna to Second Spot; Delhi, Mumbai Rank Low.
In a major reshuffle of global rankings, Copenhagen has been named the world’s most liveable city in 2025, according to the latest Global Liveability Index released by the Economist Intelligence Unit (EIU). The Danish capital ends Vienna’s three-year reign at the top, with the Austrian capital now sharing second place with Zurich, Switzerland.
The EIU’s annual index evaluates 173 cities worldwide across five key categories: stability, healthcare, culture and environment, education, and infrastructure.

Notably, Osaka and Auckland share the seventh spot, while cities from Western Europe and Oceania dominate the top tier of the list.
Where Do Indian Cities Stand?
New Delhi ranked 120th, followed closely by Mumbai at 121st, reflecting ongoing challenges in urban infrastructure, pollution, and public services.
Across South Asia, most cities ranked in the lower half of the list:
Karachi, Pakistan – 134
Dhaka, Bangladesh – 139
Kathmandu, Nepal – 129
Colombo, Sri Lanka – 126
Cities That Dropped in Rankings
Several major cities saw notable declines due to rising civil unrest and growing urban homelessness:
London fell from 45th to 54th
Manchester slipped from 43rd to 52nd
Edinburgh dropped from 59th to 64th
Surprisingly, Tel Aviv, despite ongoing regional tensions, ranked 80th.
Least Liveable City
At the bottom of the list is Damascus, Syria, ranked 140th, due to ongoing conflict and instability.
