Snowstorm and 670 km Motorcade: How Jaishankar Reached New York Amid US Flight Shutdown.
On November 13, a US government shutdown grounded thousands of flights, creating a high-stakes logistical challenge for US Diplomatic Security Service (DSS) agents. India’s External Affairs Minister, Subrahmanyam Jaishankar, was scheduled for a fixed bilateral meeting with UN Secretary-General António Guterres in New York, leaving no room for delay.
With air travel impossible, DSS activated a rarely used contingency: receiving the minister at the Lewiston–Queenston Bridge on the US–Canada border and transporting him by armoured motorcade over 670 km across New York State.
The operation involved 27 DSS special agents from the Dignitary Protection Division, the New York Field Office, and the Buffalo Resident Office, supported by three additional agents driving overnight to reinforce teams. They coordinated in real time with the Indian UN mission, the Royal Canadian Mounted Police, and US Customs and Border Protection for a seamless handoff at the border.
The motorcade traversed western, central, and remote stretches of upstate New York in near-freezing temperatures, low visibility, and shutdown-induced resource constraints. Agents rotated drivers, maintained security, and balanced the minister’s comfort with operational safety.
Midway, a Broome County Sheriff’s Office explosive-detection K9 was alerted to Jaishankar’s armoured vehicle. The area was secured, the vehicle inspected by explosives disposal technicians, and the convoy resumed without incident. Later, a detail agent encountered a critically injured woman in a hit-and-run. The agent coordinated immediate aid while ensuring the protection mission continued uninterrupted.
Despite these challenges, Dr. Jaishankar arrived on time at UN Headquarters for his meeting with Guterres during the G7 Foreign Ministers’ Meeting. The leaders discussed global order, regional hotspots, multilateralism, and Guterres’ support for India’s growth. Jaishankar also invited the Secretary-General to India, following an earlier meeting in September 2025 during the 80th UN General Assembly.
Within DSS, the operation is now cited as a case study in adaptability and crisis response, highlighting the ability of agents to maintain mission discipline while assisting the public in unexpected situations.
