Adani Power Wins 2,400 MW Bhagalpur Project, Plans Rs 30,000 Crore Investment.

Adani Power Ltd has been awarded the 2,400 MW Bhagalpur (Pirpainti) power project by the Bihar government after a competitive bidding process, sources said. The Ahmedabad-based company quoted the lowest electricity tariff of Rs 6.075 per kWh, edging out Torrent Power, JSW Energy, and Lalitput Power.

The Bihar government floated the open tender to meet the state’s projected electricity demand, which is expected to double to over 17,000 MW by 2034-35. Adani Power’s quoted tariff includes a fixed charge of Rs 4.165 and a fuel charge of Rs 1.91 per unit. Officials described the rate as “highly competitive,” noting that similar recent bids in Madhya Pradesh quoted higher fixed charges.

Torrent Power was the second-lowest bidder at Rs 6.145 per unit, followed by Lalitput Power at Rs 6.165 and JSW Energy at Rs 6.205. The e-bidding process was conducted under standard government procedures to ensure transparency and equal opportunity.

Adani Power’s planned Rs 30,000 crore investment is expected to boost industrial activity and generate significant employment in the region. The project, originally conceived in 2012 by the Bihar State Power Generation Company Ltd, was relaunched in 2024 after previous unsuccessful attempts to attract developers. The land, acquired over a decade ago, remains state-owned and is leased to the developer at nominal rent under the Bihar Industrial Investment Promotion Policy 2025.

While the project has sparked political controversy, with Congress leaders alleging “red carpet treatment” for the Adani Group, sources stressed that the tariff discovered through bidding is competitive and aligned with rising power generation costs.

Bihar, which has seen limited private investment in recent decades, stands to gain from the project in terms of industrial growth, job creation, and improved infrastructure. Analysts note that reliable electricity is critical for reversing large-scale out-migration, increasing per capita GDP, and boosting employment in manufacturing and allied sectors.

The Adani Group’s broader presence in power, cement, logistics, and airport operations positions it to contribute to Bihar’s long-term development and industrialisation.
